There are two types of users from a licensing perspective. One is an advisor(partner) user the other is a standard user. Clients get attached to an advisor user whilst standard users can be added to serve specific roles. Generally, the standard user license is more cost-effective.
To add an advisor you can start at the user management screen when you are the subscription admin or in a support role.
you can upgrade a standard user to an advisor from the user management screen.
